A push carries the block ID, the grant and the conformance declaration; TPX, the controller, checks the block ID is valid and not EXPIRED (4.2 row 10). On refusal the applicant reads the control panel and applies to the lead (5.9.7 step 1): neither reassigned nor landed, a new block ID lands it; reassigned, the applicant queues and re-enters; landed, TPX compares the two by machine, an L pair by its EQUATION, else its VALUE with UNIT, else its STATEMENT's canonical text (5.9.7); a match lands as a corroboration record, GRADE PROVISIONAL, with its target's status word as TARGET_STATUS (5.9.6), and a mismatch is a NON-CORROBORATION, logged and pending, an audit opening under the container's AUDIT TRIGGER and ending in a decision item (4.1.6). The other refusals at push, such as a mismatched instruction set digest D(IS) or a push outside EOM-0 while that objective is OPEN, are not drawn (5.14 CR9, 3.3.16).
