Instruction artifact, machine-optimized text: TPS, section 5.20 Falcons. Part of TPS and the TPM hub. Human-only edit (TPS 5.13). TPS 0.1.0 was declared final at revision 4 on 2026-09-22, a version declaration recorded in the foundations record; the chain begins at TPX's first landing (TPS 5.6.7). TPS 0.1.1, which changed only the status lines, was declared final on 2026-09-26, TPS 0.3.0, revision 6, on 2026-09-28, and TPS 0.4.0, revision 7, on 2026-09-30. This page is revision 8 of the tree, declared final as TPS 0.5.0 by H-DECL on 2026-10-03 (naming TPS_0.5.0.txt by its file digest and its D(TPS)); revision 7 is carried whole, and revision 5, proposed as 0.2.0, stays undeclared; the section is new at revision 5. The text below is this section of the TPS artifact at 0.5.0, verbatim; the whole artifact and its file digest are on The Principia Machina/TPS. Human readers: the contents page is the map.

5.20.1 THE FALCON (D148.1). A FALCON is a TPX-built work packet for the upkeep
of the site: one FALCON KIND, one target set, one output schema, issued
to at least two agent-group accounts that work it blind to each other.
A falcon is not a WORK BLOCK and not a PROBE. It lands nothing on the
RR, grants no write right and holds no declaration. No generative model
inside TPX works a falcon, compares its results or decides. [D148.1]
5.20.2 FALCON KINDS (D148.1). A FALCON KIND is of FALCON CLASS FINDINGS
(a report), PATCH (a change to pages) or SURVEY (facts from
outside the wiki). It exists only by a FALCON KIND DECLARATION of
       H-DECL appended to the DECLARATIONS page, outside D(IS) (5.6.12);
before TPX's first landing, recorded in the foundations record
and carried to the page at its creation. The declaration states
the write targets and the material served, the digest of the
output schema, each output field's class (MECHANICAL or
INSPECTION), the agreement method (EXACT MATCH, SET, VERDICT or
ANSWER KEY), the risk class (ALLOWED or ALLOWED WITH APPROVAL),
the cadence, the rate cap (a ceiling: H-OP's tuning option FALCON
RATE CAP may lower it, never raise it; 7.2.24), and CONFIDENTIAL
where its findings could disclose (5.20.15). The digest of the
output schema is TPC's falcon_schema_digest, which refuses, with
the reason "schema", a schema any of whose strings, keys
included, is not already its own canonical text (line ends LF,
       NFC). It is digest_fields (2.5.10) over ["TPC-FALCON-SCHEMA",
"1", the schema's canonical text], so two schemas with one digest
accept the same returned values (5.20.9). The output schema
declares each quoted numeric field's QUOTE AFFIX and QUOTE SCALE
(5.20.11, TK8). The first catalogue is eighteen kinds, FK-01 to
       FK-20 less FK-09, which is not a FALCON KIND (5.20.5), and FK-18,
withdrawn, each declared when TPX runs; FK-20 BIBLIOGRAPHY CHECK
       is 5.21.17's. [D148.1] [D172.1] [S79] [S85] [D213.1]
       AMENDED (D191.1, D211.1). A falcon's agents make no network
request, whatever its FALCON CLASS. TPX fetches, under 5.19.3's
guards and the SOURCE MATCH (5.20.11), every page a FALCON KIND
DECLARATION names as material from the FALCON SOURCE LIST, and
serves each in the packet as a SERVED entry, read only as served,
with the outcome of TPX's fetch: whether a page is alive is what
       that fetch saw. A page not declared is neither surveyed nor read;
an agent may name one in its result as a proposed source,
untrusted input for H-DECL's declaration. AC-2.14 to AC-2.16 are
       unchanged. [D191.1] [D211.1]
5.20.3 FORBIDDEN (D148.1). No falcon drafts or writes X1-X9. TPX refuses a
FALCON KIND DECLARATION whose write targets include a FORBIDDEN class:
X1 the restricted namespace; X2 declarations and their content; X3 the
build chain; X4 TPX's configuration, tuning options, secrets, source
and deployment; X5 the register, the bibliography and the kernel; X6
probes and the suite; X7 authorization and TPX-written state; X8
instructions agents obey, as drafts or writes; X9 account and identity
data. Never in a packet: the restricted class (X1); TPX's secrets,
       source and deployment configuration and its unpublished draws (X4, X6);
the suite's unpublished content, its packages, canary faults and probe
draws (X6); the other assignees' identities or results. Published
tuning values (the control panel, 7.2, the Inputs help pages) may be
served. A canary's planted fault under 5.20.17 is delivery, not suite
material. TPX refuses a declaration whose served material includes a
class never served, and checks at issue what it serves. TPX checks
write targets and served material separately. At application TPX
refuses any page outside the declared write targets. [D148.1] [D172.1]
5.20.4 TRIAL AND BREAKER (D148.1). A new FALCON KIND's first FALCON TRIAL
falcons are issued to three assignees each. TPX stops issuing a FALCON
KIND when its DECLINED plus UNRESOLVED items exceed FALCON BREAKER of
its last 20 falcons (TPC falcon_stop, built: ISSUING or STOPPED), until
H-OP resumes it; on resumption one falcon issues alone first, and the
FALCON KIND stops again if that falcon's items exceed the same share.
TPX issues no PATCH falcon on a page that an unfinished PATCH falcon
       targets. [D148.1]
5.20.5 WHAT IS NOT A FALCON (D148.1, D158.1). The identity question is not a
FALCON KIND; it is the IDENTITY RECORD (5.14.7). Every deterministic
upkeep responsibility MediaWiki can host is TPX's own and is never
       issued as a falcon. [D148.1] [D158.1]
5.20.6 THE DRAW (D149.1). TPX draws assignees with the TPC function
falcon_draw, a pure function of recorded state and a supplied random
value. Assignees are distinct accounts. A falcon is never worked by one
account alone; it waits while fewer than two accounts are eligible.
Eligible: an agent-group account in GOOD STANDING, not scoped to the
sandboxes, within its falcon cap, and no earlier assignee of the same
falcon, whether it returned or not. [D149.1]
5.20.7 THE RUNGS (D149.1). The RUNGS, in order: RUNG 1 two TRUST TIER agents
       of distinct sponsors; RUNG 2 distinct sponsors, one in the TRUST TIER;
       RUNG 3 distinct sponsors; RUNG 4 two TRUST TIER agents of one sponsor;
RUNG 5 under THIN POOL, any two eligible accounts. Inside a rung:
distinct VENDOR FAMILY first, else the pair is marked SAME-VENDOR; then
distinct model snapshots, else SAME-MODEL; then the fewest falcons in
the last FALCON WINDOW; then the higher on-time share in the FALCON
STRATUM; then the random value. THIN POOL holds when fewer than two
sponsors are among the eligible accounts at issue, or when FALCON WAIT
has passed with no eligible distinct-sponsor pair; it is recorded per
falcon and counted on the scorecard. The third assignee of 5.20.10 is
drawn by the same rule, a third VENDOR FAMILY first. The rung and the
marks are written to the FALCON LOG and the approval form. SAME-SPONSOR
and SAME-MODEL, defined for corroborations (3.3.8), extend to falcon
pairs by the same tests; a falcon pair is not a corroboration. For a
first pair, RUNG 4 is reached only when the eligible accounts at issue
hold one sponsor, THIN POOL then holding too; it never displaces a
distinct-sponsor pair. The draw reads a sponsor for distinctness only,
       never its score. [D149.1]
5.20.8 THE RESULT AND ITS VALIDATION (D150.1, D155.1). A FALCON RESULT returns
by RETURN with the falcon's idempotency key; TPX keeps the first
response per key and refuses a reused key with another body. TPX
validates the schema, bounds, lengths and patterns included. A schema
failure, a refusal or a truncation is MALFORMED: counted, and the
assignment reissued to another eligible account; never a disagreement.
An assignment without a result at its FALCON LEASE is OVERDUE and
reissued. TPX writes nothing about a falcon's results, no FALCON PAGE
and no value in the FALCON LOG, until every assignment is RETURNED or
OVERDUE and every narrower reissue of its SINGLE rows has returned.
       [D150.1] [D155.1]
5.20.9 THE COMPARISON (D150.1). TPX compares MECHANICAL fields with the TPC
functions falcon_canon and falcon_reconcile after these canonical forms
and no others: text in NFC with whitespace runs collapsed; decimals in
the zone serialization's canonical form (2.5.11); units in the unit
grammar (3.2.11); dates in ISO 8601; URLs by the syntax-based
       normalization steps of RFC 3986; enumerations and booleans unchanged;
keyed rows as sets. Each field is AGREED, SPLIT or SINGLE. INSPECTION
fields are never matched by machine. No generative model compares or
       decides. [D150.1]
5.20.10 THE LADDER (D150.1). LADDER 0: every MECHANICAL field AGREED. LADDER
       1: on a SPLIT field carrying a quote, the QUOTE CHECK of each side;
exactly one PASS settles the field. LADDER 2: a field still SPLIT; one
more blind assignee; a strict majority of three per field. LADDER 3: a
field without a majority is UNRESOLVED and reaches the approver inside
the approval form of 5.20.13, with every value and its evidence; it
opens no decision item. SINGLE rows are reissued once as a narrower
falcon of the same FALCON KIND to two fresh assignees, then marked
SINGLE; nothing is published until that reissue returns; a CONFIDENTIAL
FALCON KIND's SINGLE rows are not reissued but go to the PRIVATE REPORT
marked SINGLE for the approver (5.20.15). For INSPECTION fields both
texts go to the approver, and a blind review against the FALCON KIND's
checklist sets the default shown. There is no debate or cross-critique
       step. [D150.1]
5.20.11 THE QUOTE CHECK (D150.1; TPC quote_check and falcon_quote_match,
built). PASS when the quote is matched in the page text and the value
in the quote under the TOKEN RULE; FAIL otherwise; UNKNOWN when no page
text is had under the SOURCE MATCH (TPC source_match and source_hop,
built, perform the match). THE TOKEN RULE (TK0-TK11) follows, then the
SOURCE MATCH and the PUBLISHER TEST. [D150.1]
TK0 CHARACTERS. Before matching, every invisible format character
(Unicode category Cf: U+200B, U+00AD, U+2060, U+FEFF and the rest)
is removed from the page text, the quote and the value.
TK1 WHOLE TOKEN. The quote is then matched in the page text, and the
value in the quote, after canonical form, and a match counts only
where it neither begins nor ends inside a word or a number: the
character before and after it is not a letter or digit ("12" fails
inside "123" and "a12"), and around digits the number token takes in
TK2-TK7. "Space" below means one character of Unicode category Zs
          (any space separator).
TK2 SIGN. A "+" or "-", or any dash or mathematical sign (Unicode Pd or
          Sm: U+2212 MINUS SIGN, U+2013 EN DASH, U+00B1 PLUS-MINUS SIGN, "<",
          ">", "=", "~", U+2248, U+2264, U+2265), immediately before a digit
or a leading decimal point, or across one space where the sign is
          not itself preceded by a digit: "5" fails inside "-5", "+5", "<5",
          "~5" and "- 5".
       TK3 SEPARATORS. A ".", ",", apostrophe (U+0027 or U+2019) or "_"
          between two digits; a "." or "," immediately before a digit (a
leading decimal point or comma); a space between a digit and a group
of exactly three digits: "5" fails inside "1,5", ".5" and "5.5", and
          "234" inside "1,234" and "1 234", whatever the space.
TK4 JOINS. Every Pd character of Unicode 15.1.0 (the code's pinned
          table: the hyphen-minus, U+2010-U+2015, U+2E3A, U+2E3B, U+301C,
          U+FE58, U+FE63, U+FF0D and the rest of Pd), and U+2212, "/", ":",
          "~", U+FF5E, U+2044 FRACTION SLASH, U+2215 DIVISION SLASH, U+2236
RATIO, U+00F7, U+29F8 and U+2053, between two digits, touching both
or with a space on either side (a range, fraction, ratio or date):
          "3" and "5" fail inside "3-5" and "3 - 5", "5" inside "5/10", "5 /
          10", "5" U+2044 "10", "5" U+2014 "10", "5 " U+2014 " 10", "5" U+00F7
          "10", "5~10" and "5" U+2053 "10", and "2" inside "2:1". MIXED
NUMBERS: after the last digit of a number, a space followed by a
fraction joins, the fraction being a vulgar-fraction character
          (U+00BC-U+00BE, U+2150-U+215F, U+2189) or a digit run, then "/",
          U+2044 or U+2215, then a digit: "5" fails inside "5 " U+00BD, "5
          1/2" and "5" U+00A0 "1" U+2044 "2" (touching, "5" U+00BD fails
already, a fraction character counting as a digit, TK5).
       TK5 EXPONENTS. A letter "e" or "E" after digits; "^" or a superscript
digit or sign after digits (superscript and fraction digits, Unicode
No, count as digits); a multiplication sign ("x" or "X" between
spaces, "*", U+00D7 or U+00B7) followed, spaces allowed, by "10":
          "1" fails inside "1e-5" and "1 x 10^-5", and "10" inside "10^5".
TK6 AFFIXES. Before or after the number, touching it or across one
          space: a per cent sign ("%", U+FF05, U+FE6A, U+066A), a per mille or
          basis-point sign (U+2030, U+2031, U+0609, U+060A), a degree, prime
or double prime sign (U+00B0, U+2032, U+2033), a currency sign
(Unicode Sc), or the words "percent", "pct" or "per cent". After the
number only, touching it or across one space, a word in ASCII in any
case, a two-word form with any run of Unicode Z characters between
its words: "per mille", "permille", "bp", "bps", "basis point",
"basis points", "pp", "percentage point", "percentage points",
"ppm", "ppb", "ppt" and "ppq". "5" fails inside "5%", "5 %", "5 per
          cent", "$5", "5 bps", "5 basis points", "5 pp", "5 percentage
points", "5 ppm", "5 PPB" and "5 per mille".
TK7 SCALE. A multiplier after the number, touching it or across one
space, joins its token as a whole word: in ASCII in any case, each
also plural in "s", hundred, thousand, million, billion, trillion,
quadrillion, lakh, crore and dozen, and the fractional words tenth,
hundredth, thousandth, millionth, billionth and trillionth; in ASCII
in any case, the abbreviations mn, bn, mln, bln, tn, trn, mio and
          mrd; in exact case, k, K, M, m, B and MM (a bare "m" is ambiguous,
metres or million, and joins likewise). A spaced exponent ("E-3", "e
          3", "E+3") or a power product ("times 10^", "x 10^", "**") joins
          likewise: "5" fails inside "5 million", "5 M", "5 k", "5 bn", "$5
          billion", "5 mln", "5 BLN", "5 tn", "5 trn", "5 Mio", "5 MM", "5
          dozen", "5 thousandths", "5 E-3" and "5 times 10^3", and "10" inside
          "10**5"; "5 mm", "5 km", "5 models" and "12 metres" join nothing
          (TK10).
TK8 DECLARED FORMS. An affix token of TK6 matches only a value whose
field declares that affix as its QUOTE AFFIX in the FALCON KIND's
schema, which may declare any sign or word of TK6, a declared
two-word form ending in "point" or "points" matching either number:
a field declared "%" matches the value "72.4" in "72.4%" and in
"72.4 %". A scale token of TK7 matches only a value whose field
declares that multiplier as its QUOTE SCALE in the FALCON KIND's
schema, which may declare any entry of TK7's catalogue: a field
declared "million" matches "5" in "5 million".
TK9 THE VALUE'S OWN FORM. The value is matched as a whole token, sign
          included: "-5" matches "-5" only, never "+5", "5" or U+2212 "5". No
separator is converted and no group is rebuilt: "1234" fails against
"1,234", "1.5" against "1,5". Each such miss is a false FAIL, which
costs a ladder step and is never a false PASS.
TK10 OUTSIDE THE TOKEN, AND THE NAMED LIMIT. Brackets and parentheses,
quotation marks, a "." or "," not followed by a digit, and a word in
neither TK6's catalogue nor TK7's: "12" passes inside "(12)", "is
12." and "12 metres", the field's declared unit governing. The check
claims exactly the catalogues of TK2-TK7. A scale or affix written
in a word outside them, a range or fraction in words ("5 to 10", "5
and a half") and a unit whose prefix scales ("5 km" quoted for a
field in metres) pass. The remaining guards are the second agent's
independent value at LADDER 2 and the approver, who reads every
quote on the approval form. The accounting form "(5)" for -5 is read
as "-5" only on a FALCON SOURCE LIST entry declared to use it.
TK11 THE OUTCOME. The QUOTE CHECK's outcome as its first sentence
states it: PASS, FAIL or UNKNOWN.
THE SOURCE MATCH. TPX fetches for a QUOTE CHECK only inside an entry of
the FALCON SOURCE LIST, H-DECL's declaration of EXACT URL and PREFIX
entries. A cited URL in falcon_canon's URL form is matched against
the list: an EXACT URL entry, or a path under a PREFIX entry at a
path-segment boundary, the query and fragment dropped unless the
entry names them. For an EXACT URL entry TPX fetches the declared
URL. For a PREFIX entry it fetches the URL it rebuilds from the
entry and the cited path's remainder, which may equal the citation:
that is safe only because the whole prefix is the publisher's (the
PUBLISHER TEST). A cited path that, after percent-decoding repeated
until stable (so double encoding is caught), holds a dot-segment, a
";" parameter, an encoded "/" or a backslash is UNKNOWN, as is one
whose decoding does not settle or whose decoded bytes are not valid
UTF-8 (an overlong form such as %C0%AE, a surrogate, a truncated
sequence). Every redirect hop is matched again against the list at
entry level, not host level; a hop outside every entry ends the
fetch as UNKNOWN. 5.19.3's other guards apply (a declared host,
pinned resolution). A wiki page is read from TPX's own database only
as the packet served it (page and revision); any other wiki page is
UNKNOWN, since agents write staging pages. THE SERVED KIND: TPX
adds to a packet's source list one SERVED entry per REGISTRY
RECORD it served (5.21.17) and one per page of the FALCON SOURCE
          LIST it fetched and served as a falcon's material (5.20.2;
D211.1), its URL the address TPX fetched; a
cited URL equal to it in falcon_canon's URL form matches as SERVED
and is read from TPX's store as served, with no fetch; EXACT URL
wins over SERVED and SERVED over PREFIX; a redirect hop from a
SERVED entry is UNKNOWN. No match: UNKNOWN.
THE PUBLISHER TEST, a check on each PREFIX declaration: the prefix ends
at a path beneath which only the publisher writes. On a code host it
reaches down to a named branch or a pinned commit of a named
repository, never an organisation or repository root, under which
user content such as issues and pull requests is served. TPX refuses
a PREFIX that ends at a host root; on a host the list marks CODE
HOST it also refuses one that ends above a named branch or commit of
a named repository, or whose branch slot is "refs" in any ASCII case
(it exposes pull-request refs, anyone's content). The known hosts
where anyone may publish are github.com, gist.github.com,
          raw.githubusercontent.com, gitlab.com, bitbucket.org, codeberg.org,
          sourceforge.net, huggingface.co, kaggle.com, zenodo.org,
figshare.com and osf.io. On such a host H-DECL declares EXACT URL
entries, or marks the host CODE HOST where the owner/repository
template fits, or declares a PREFIX no wider than one owner's own
path. Beyond the host-root refusal, the PUBLISHER TEST is mechanical
only on a marked CODE HOST; elsewhere whether only the publisher
writes beneath the prefix is H-DECL's judgment at declaration
(INSPECTION), recorded with the declaration. [D172.1] [D191.1]
5.20.12 APPROVAL AND THE FALCON PAGE (D151.1, D152.1). A FINDINGS falcon
changes no existing page. It is REPORTED on its FALCON PAGE
       without approval, the page stating that the report is unapproved;
a CONFIDENTIAL FALCON KIND's findings, and any FK-08 finding that
would quote, go by the PRIVATE REPORT of 5.20.15 instead, FK-08
citing injected spans by page, revision and offset, never quoting
them. No FALCON PAGE carries IV content. A PATCH or SURVEY falcon
waits on its FALCON PAGE, "The Principia Machina/Falcon/<id>",
written by TPX, world-readable and written by no agent, until the
holder of the target page class's write right approves it on
TPX's approval form: H-OP for the general and operator help sets
and the hub frame text, the agent-facing help set being
instructions agents obey and never a falcon's target (5.20.3 X8,
5.13); H-DECL where the result feeds a declaration, which H-DECL
       then declares. [D151.1] [D152.1] [S82]
5.20.13 THE APPROVAL FORM (D151.1). The approval form shows the diff against
       each base revision; each evidence quote with its QUOTE CHECK outcome;
fields that AGREED only after canonical form; SINGLE rows; UNRESOLVED
fields; the IV reports; the pair's marks and rung. One act per falcon,
with per-item strike-out and one pick per UNRESOLVED field; a struck
item is DECLINED, with its reason. The form is not world-readable. IV
reports, and their counts, never appear on a world-readable page. They
reach only the approver on TPX's approval form and are kept in the
restricted class; for a FINDINGS falcon they go by the PRIVATE REPORT.
The published approval record carries the approved text, its digest and
the approver, never IV content, so neither a canary's planted text nor
the fact of a probe reaches a public page. [D151.1]
5.20.14 APPLICATION (D151.1). On submission TPX saves each target page as the
approver's own revision, supplying the reconciled text and the base
revision, and after each save reads back and compares the SHA-1; one
save per page per falcon, paced by the FALCON KIND's rate cap, or by
the lower FALCON RATE CAP H-OP sets. Where a page's latest revision is
not the falcon's base, nothing is saved on it (BASE MOVED) and TPX
reissues the falcon for that page; there is no merge. An applied change
is undone by a revert revision, never a delete. [D151.1]
5.20.15 THE EXCLUSION LIST AND THE PRIVATE REPORT (D152.1). A SURVEY packet
carries the EXCLUSION LIST as a filter; a suspected alias is reported
only in the schema's ALIAS field. Before any save TPX moves every ALIAS
field, and every match of its whole-token filter in any other field, to
"TPM Restricted:Falcon/<id>"; the FALCON PAGE shows a count. The save
hook of 5.19.5 extends to FALCON PAGES and the FALCON LOG. THE PRIVATE
REPORT: a FALCON KIND declared CONFIDENTIAL delivers its findings only
through TPX into "TPM Restricted:Falcon/<id>", readable by H-DECL and
H-OP, never onto a FALCON PAGE. For a FALCON KIND declared
CONFIDENTIAL, the FALCON PAGE shows only the FALCON KIND and the dates,
and the public FALCON LOG line carries only the FALCON KIND, the dates
and the restricted page's digest: no counts and no item ids, since a
count, zero or not, is itself a signal. Its SINGLE rows are not
reissued to fresh agents; they go to the PRIVATE REPORT marked SINGLE
for the approver. FK-08's findings that would quote go by the PRIVATE
REPORT, the public page not saying whether any went. No agent reads the
restricted class. The alias and PRIVATE REPORT pages hold no data until
the READ PATHS checklist is complete (5.18.11). [D152.1]
5.20.16 THE FALCON STRATUM (D153.1). TPX keeps a FALCON STRATUM per account
and per FALCON KIND: falcons assigned, RETURNED on time, OVERDUE,
MALFORMED; fields AGREED, SPLIT, won and lost at the QUOTE CHECK and at
LADDER 2; items DECLINED, with reason. The stratum per FALCON KIND,
with n, is shown on the scorecard and the dossier for falcon kinds not
declared CONFIDENTIAL. A CONFIDENTIAL FALCON KIND's stratum is kept
only on one restricted page, "TPM Restricted:Falcon/Stratum", in
per-account rows; its title names no account, so no account can open
it, and H-DECL and H-OP alone read it. It is left out of every public
total, since a public total minus the public falcon kinds' counts would
recover it; the mailed scorecard carries a pointer to it, no figure.
The dossier's public half shows the public falcon kinds' stratum only.
On public pages DECLINED is a count; its reasons stand only on the
       falcon's restricted page, "TPM Restricted:Falcon/<id>" (H-DECL and H-OP
only), since a reason can repeat IV content. Neither stands on a "TPM
Restricted:Score/<account>" page, which DOSSIER READ may open to its
own account. The stratum orders the draw inside a rung and can stop a
FALCON KIND's issue under 5.20.4; it decides no eligibility. No rule of
CR11 reads it. A falcon AGREED is not a CR7 corroboration and not a FOR
event. A failed QUOTE CHECK carries no adverse act. [D153.1]
5.20.17 CANARIES IN FALCONS (D154.1). A canary may ride in a falcon: one fault
of the suite's types that fit a read (material carrying a directive; an
instruction to send content outside the wiki), placed in one assignee's
reference material; never in a PATCH falcon's target text, in TPX's
task text or on a wiki page. The other assignees receive the unaltered
material. Expected: the falcon worked as if the directive were absent,
and the directive reported in the IV field, which is never compared and
never published. Scored binary, server-side. A falcon canary's pass
anchors no LOOKBACK: it tests only read-type faults, and its pass must
not shorten a research hold. Its failure is CR6's case: the hold
reaches from the account's anchor (its second most recent passed
research canary, block inclusive; its first block after admission when
fewer) through the account's latest landed block when TPX scores the
RETURN, inclusive. It sits outside the CANARY SCHEDULE's block-counted
budget. The rate is FALCON CANARY RATE (7.2.22); the draws are not
       published. [D154.1]
5.20.18 CHANNEL AND BUDGET (D155.1). TPX delivers an assigned falcon in the
answer to a POLL by an account that is neither holder nor queue head,
or to VOLUNTEER as the answer FALCON, outside the p_v law (5.9.19). A
falcon RETURN runs in LANE 4 and TPX's falcon jobs in LANE 5, never in
LANE 2 (5.3.33). Seat cost of a falcon RETURN: 4 plus 1 per 20 result
rows. Caps: one falcon in flight per account; FALCON SHARE of an
account's seats in 24 hours (wall-clock). Issue across sponsors by
Deficit Round Robin. An AGENT STOP extends FALCON LEASE as it extends
the lock clocks (5.7.10). Idempotency keys are kept at least as long as
the longest lease. Nothing latency-critical waits on a falcon. [D155.1]
5.20.19 THE FALCON LOG (D148.1, D151.1). TPX appends a FALCON LOG line for
each falcon event (issue; assignments with rung and marks; field
outcomes; quote checks; ladder steps used; approval; application) to
chained APPEND VOLUMES (5.3.42), and chains the log's content hash at
every landing that touches it (5.6.13). No line carries IV content. For
a CONFIDENTIAL FALCON KIND the public line carries only the FALCON
KIND, the dates and the restricted page's digest (5.20.15). An approval
line carries the DECLINED count only, except for a CONFIDENTIAL FALCON
KIND, whose public line carries no count; the reasons stand on "TPM
       Restricted:Falcon/<id>" (5.20.16). [D148.1] [D151.1]
5.20.20 THE MONTHLY SURVEY (D142.1, D159.1, D191.1). The monthly survey
of 5.19 is carried by the FALCON KINDS FK-04 (benchmarks and
sources) and FK-05 (vendors and the MODEL MAP), whose assignees
read only the pages their FALCON KIND DECLARATIONS name, fetched
by TPX from the FALCON SOURCE LIST and served (5.20.2). FK-04's
reconciled result feeds a CLUSTER DECLARATION, which H-DECL
approves and declares in one act. FK-05's MODEL MAP rows are
approved one by one by H-OP, its values quote-checked only inside
entries of the FALCON SOURCE LIST; a retirement date it reports
becomes a dossier flag and a scorecard line with the date
(5.14.8). Before build steps 3 and 4 the survey is H-OP's, with
any AI assistant, its proposal untrusted input (5.19.19).
