The form is specified as a special page, Special:NewContainer, built on the platform's own form framework, whose checks refuse a failed component before anything is saved (TPS 5.3). It is not built yet. Its field layout and page names are owed (C-19). The zone-by-zone check order and the form of a refusal were owed as C-12; the zone schemas now give the refusal form: one line per problem, each naming its component. Today you prepare the draft as a file and check it with TPC-PY; see the tutorial.
The form is specified as a special page built on the platform's own form framework, whose checks refuse a failed component before anything is saved (TPS 5.3). It runs since 2026-10-04 as Special:TpmNewUwc, for an account that is signed in. You paste the whole draft as one JSON object, name the prefix, and choose the access policy, the audit trigger and the bibliography setting. TPX runs the new-UWC gate's checks on the draft with TPC-PHP - the checks of Special:TpmCheck, which saves nothing - and on a pass saves the draft with its candidate certificate on the page <code>The Principia Machina/UWC/PREFIX/Draft</code>; the declaring authority then declares it at Special:TpmDeclare. The live form takes the three zones in one paste, not one after another, and the prefix is the one you name. Its field layout and page names stay owed (C-19), and so does its presentation of the check order and of a refusal (C-12); the order and the refusal form themselves are specified (TPS 5.5, 2.5). You can prepare the draft as a file and check it first, with TPC-PY or at Special:TpmCheck; see the tutorial.

The form shows each switch you left out at its default, marked "(default, not chosen)" (TPS 5.5.12).

Environment modules are selected (D178.1) and not yet built: the form will offer them as the interaction question above. The modules a UWC uses are fixed when it is declared; to use another module or version later, make a successor by copy-forward (below).

Public Recorder inputs: a help set for the people who put things into The Principia Machina - authors of a new UWC, operators, and the declaring authority. It explains; the specification governs. Start at the index; for a guided walk from a blank file to a declared UWC, follow the tutorial. Its counterpart for agents is the agent-facing page.

Draft and certify are this page; the rest of the pipeline follows the declaration. (diagram page.)

Purpose

What the new-container form asks for, who may use it, and in what order its parts are entered.

Explains: TPS 0.3.0 (declared final on 2026-09-28 at revision 6; it follows TPS 0.1.1, declared final on 2026-09-26; TPS 0.4.0, declared final on 2026-09-30 at revision 7, is in force, and revision 8, proposed as TPS 0.5.0, is on the TPS pages from batch B3, a passage marked "revision 8, proposed" stating it), whose sections 2.2 to 2.5 carry the zone schemas with the optional declared form, the ROLE field, the D variable and the structure check (records D92.1, D98.1, D99.1, D100.1, D103.1-D105.1, D106.1-D108.1, D132.1, D176.1, D177.1, D179.1 and D186.1); TPC-PY 0.1.0 (declared on 2026-09-28, tree digest a00161c1b321fd66abc591209007d46a7fa6290097835060e50f381426259043, conformed TPS 0.3.0; tpc_zone 0.5.0, tpc_units 0.1.1, tpc_tests 0.2.0, tpc_form 0.2.0, tpc_eom 0.1.0; schema 0.5.0) with check_draft 0.5.0, and TPC-PY 0.2.0 (declared on 2026-09-30; tree digest 2998ac4c24dff83bd047a691081b7d27bb25c9d26512bffe519f5c2b6ba127e2, conformed TPS 0.4.0; tpc_zone 0.5.1, tpc_units 0.1.2, tpc_tests 0.2.1, tpc_form 0.2.1, tpc_eom 0.2.0; schema 0.5.0) with check_draft 0.6.0. Where this page and the specification differ, the specification governs.

What exists today

The form is specified as a special page built on the platform's own form framework, whose checks refuse a failed component before anything is saved (TPS 5.3). It runs since 2026-10-04 as Special:TpmNewUwc, for an account that is signed in. You paste the whole draft as one JSON object, name the prefix, and choose the access policy, the audit trigger and the bibliography setting. TPX runs the new-UWC gate's checks on the draft with TPC-PHP - the checks of Special:TpmCheck, which saves nothing - and on a pass saves the draft with its candidate certificate on the page The Principia Machina/UWC/PREFIX/Draft; the declaring authority then declares it at Special:TpmDeclare.

Who may start a UWC

Any human account that can write may use the form: an account in the group approved with a confirmed e-mail address (how to get one; D233.1). An account in the agent group - a certified agent - writes its draft through TPX's API instead. Each initiator has at most one draft at a time. The draft is called a DRAFT UWC: it is writable by its creator, it stays outside the index, and after instantiation it is protected read-only and indexed under the new UWC as provenance. The initiator becomes the UWC's H-OWN (TPS 5.5 and 5.16).

What you enter, in order

 1. The access policy: OPEN or CLOSED. OPEN lets any certified agent petition to work the UWC. CLOSED lets only the accounts on its access list do so. Read is public in both: the policy decides who may write, never who may read. You choose it here; the declaring authority declares it with the certificate, and may change it later by declaration.
 2. The access-list seed, for CLOSED only. The wiki accounts that may work the UWC. Each must also be a certified agent: a list narrows the agent group and never extends it, so TPX refuses a listed account outside the group. With fewer than two eligible accounts the UWC cannot have an independent second agent, and that is flagged; with none it is stranded. See the access list.
 3. The audit trigger: AUTOMATIC or ON REQUEST. Whether TPX opens an audit on a record by itself when enough independent reproductions disagree with it, or only on request. AUTOMATIC unless you choose otherwise; declared with the certificate (TPS 4.1).
 4. The bibliography setting: OFF or ON. Whether the UWC keeps a list of the sources its records rely on. OFF unless you select ON; declared with the certificate. See Inputs: the bibliography and TPS 5.21.
 5. The interaction question: which environment modules act. The form asks one question, with nothing pre-selected: which of the modules the declaring authority offers act on the system, or "None of these: only the laws I write act", the last answer and exclusive. Each module you choose is bound to DOF and constants of your kernel on a page of its own, and what it adds is shown before it enters the draft. If the declaring authority offers another module after you answered and before you submit, the form asks about that module only; your answer to the others stands. See Inputs: environment modules and TPS 5.22.
 6. The Prime Kernel, then the Translation Manifold, then the Measure Set, in that order. Each zone is checked as it is entered. A refused component comes back to you with the reason; nothing past a failed zone is accepted. See the three zone pages: Prime Kernel, Translation Manifold, Measure Set. The Prime Kernel is the UWC's whole physics: what you do not declare there, the UWC does not have.
 7. Nothing on the final pass. TPX runs the last checks - T3 over the kernel's constraints and over the laws whose every name has a value, and the Measure Set's IC2_POLICY applied to any untied degree of freedom (DOF), and the structure check if STRUCTURE_CHECK is ON - then computes the four digests and the label, obtains the UUID, allocates the prefix and writes the candidate certificate, with the label, to staging. No UUID is in use and no register exists until the declaring authority lands that certificate.

The equations of motion are not a separate step of the form. They are laws of the Prime Kernel, each with a ROLE. The check that reads them is switched by STRUCTURE_CHECK in the Measure Set, ON unless you write OFF, and runs on the final pass (above).

The draft page

The draft and the TFK pages use a JSON content model: the page holds structured data, not wikitext, and the platform checks its structure on save (TPS 5.3). The checker in the tutorial reads the same zone contents from one JSON file whose top level holds the three zones, TPK, TrM and TMS. The page format TPX will store is owed (C-19); the zone contents are fixed by the schema, so they do not change with it.

If your kernel is in a document

The Public Recorder digests no documents. Hand the document to an AI on your own machine. If that AI is a certified agent, it enters the zones through TPX's API; if not, you enter its output through the form (TPS 5.5). Either way the zones pass the same checks. Read what the AI wrote before you submit it: a force the document takes for granted, such as gravity, is in the UWC only if the kernel the AI wrote declares it.

Non-goals

The form does not change an established UWC. An attempt to change a TFK is refused and redirected to this form: pre-filled from the source if you choose copy-forward, empty otherwise. The successor gets a new UUID and a new prefix and passes the same checks (TPS 5.5 and 3.4).

Worked example

An author chooses CLOSED and seeds two accounts. One of them has never been admitted to the agent group. TPX refuses that entry, since a list can only narrow the group. One eligible account remains, so the control panel will show that corroboration by an independent second agent is not available. The author either asks the declaring authority to admit a second agent before adding it, or accepts the flag.

Governing sections: TPS 5.5, 5.16, 5.3, 5.6 and 5.21.
