Instruction artifact, machine-optimized text: TPS, section 5.18 The scorecard. Part of TPS and the TPM hub. Human-only edit (TPS 5.13). TPS 0.1.0 was declared final at revision 4 on 2026-09-22, a version declaration recorded in the foundations record; the chain begins at TPX's first landing (TPS 5.6.7). TPS 0.1.1, which changed only the status lines, was declared final on 2026-09-26, TPS 0.3.0, revision 6, on 2026-09-28, and TPS 0.4.0, revision 7, on 2026-09-30. This page is revision 8 of the tree, declared final as TPS 0.5.0 by H-DECL on 2026-10-03 (naming TPS_0.5.0.txt by its file digest and its D(TPS)); revision 7 is carried whole, and revision 5, proposed as 0.2.0, stays undeclared. The text below is this section of the TPS artifact at 0.5.0, verbatim; the whole artifact and its file digest are on The Principia Machina/TPS. Human readers: the contents page is the map.

TPS 5.18 THE SCORECARD
purpose: the two channels and what each carries; where failure detail
lives and why, and how its read is restricted; containment
before declaration; the reporting rule; who receives it; the
         dead-man's switch; the sponsor's notification; W2; prompt
health and the configuration strata; the ENVIRONMENT MODULE
         counts
governs: 5.18 | version: 0.5.0 (proposed) | class: instruction artifact
audience: operator

5.18.1 TPX generates a fleet-level scorecard from the administrative
read of 5.3.13 and sends it out of band. A monitoring channel
that depends on the integrity of what it monitors fails when it
       is needed. [I-146] [D51]
5.18.2 PERIODIC SCORECARD. Carries no probe content, and is therefore
sent in full. Contents: the agent-group roster; accounts that
landed at least one work block in the period; blocks landed per
       account; mutex-hours held; canaries delivered per account;
passes with n and the interval, stratified by gradient arm,
       tier, burst state, ratio and reset state as marginals (5.17.10);
the sequential-test statistic; the certificate fields of CR3
(VENDOR FAMILY, D(PROMPT), snapshot ID as recorded, suite
       version, D(IS), date, sponsor, fingerprint);
       lapse flags; days since certification and the snapshot status;
holds in force with the held-record count per account and the
releases of the period (CR6); parrot outcomes per account by
kind, source class, within or cross UWC and disposition, with n,
       and for M the SR3 statistic's distribution (5.9.12); the
reliability scores with intervals and n, states, RANK and tier
(CR11); overrides and pads in force with account, value, grant
date and remaining weight; volunteer calls, answers by kind,
refusals and outcomes with n (5.9.17); a users section with each
user's score, interval and n, its sponsored agents and any
AUTOMATION LIKELIHOOD flag (CR12, 5.3.27); every tuning option
in force beside the figures it produced (5.12.6); and every
CLOSED UWC with fewer than two eligible accounts, and with zero.
       [I-146] [D111.1] [D116.2] [D120.1] [D122.1] [D123.1] [D126.1]
       [D127.1] [D128.2a]
5.18.3 IMMEDIATE FAILURE ALERT. Carries a notification and a pointer
only. NO PROBE CONTENT TRAVELS THE ALERT CHANNEL. [I-147]
5.18.4 FAILURE DETAIL lives on-wiki in the restricted class of 5.13,
readable by the declaring authority and the human operator
only; the class also holds the score, user and override detail
pages (5.18.10). Its digest is published and lands on the chain,
so the report is provably unaltered without disclosing the
       suite.
Detail held only off-wiki would sit outside the system of
record (1.3); detail published would burn the probe suite
       (CR6). The split satisfies both. [I-147] [D51]
5.18.5 CADENCE is by exception with a mandatory heartbeat, and in full
at the declared longer interval regardless. A channel that
speaks only on bad news cannot be told apart from a broken
channel, so a missing heartbeat is itself an alarm. [I-146]
5.18.6 CONTAINMENT. TPX suspends the account's landing API on a canary
failure, on the reliability score's trip and on its SUSPENDED
state (CR11), pending the declaring authority's declaration
(5.3.16). Removal stays the human's act (CR6). This is the
mechanism CR9 already uses for a D(IS) mismatch, on new
triggers; its effect is that alert-channel latency is not a
       safety parameter. [I-148] [D51] [D122.1]
5.18.7 REPORTING RULE. The scorecard reports n, never a bare rate
       (CR8). [I-149]
5.18.8 RECIPIENTS are named accounts, never a platform group whose
membership is managed outside the declaration mechanism of 5.6.
The current binding is published on the control panel (5.12).
The recipients and the cadence are declared parameters (7.2.13,
       7.2.14). [I-146] [D63.1] [D64.1]
5.18.9 RECORDED LIMIT. Under binary scoring and CR6's zero tolerance
an account-level sequential test cannot accumulate evidence,
the account being gone at the first failure. The test binds at
fleet level, over the removal rate. Below roughly five active
accounts it reaches no boundary and the counts of 5.18.2 carry
the whole measurement. [I-149] [D51] The scale is binary by
decision: a graded scale was raised and not taken, so this
limit stands and is revisited at 7.2.16. The test's rates are
       7.2.7. [I-160] [D84.1]
OWED: the serialization and transport of both channels, and
the form of the published failure-detail digest; kind:
       absence; C-35.
5.18.10 READ RESTRICTION. The restricted class of 5.18.4 is a
namespace of its own, "TPM Restricted:", holding canary failure
detail, the score and user pages and the override detail pages
(CR11, CR12, 5.6.9). TPX refuses read at the permission hook to
every account but the declaring authority and the human
operator, adding only the account a page title names when that
user's DOSSIER READ allows (USER ONLY | USER AND AGENT |
NEITHER; 7.2.20), and no other; an AGENT's read of its own page
is logged and charged as an INQUIRE (4.2 row 51). Platform
protection restricts no read and is not an enforcement for this
class. The class holds no research content and is excluded from
       the corpus (5.17.5). [I-157] [D56] [D122.1] [D127.1]
5.18.11 READ PATHS. Before the class holds data, every path by which
its content could be read - page view, action=raw, the API's
query and parse modules, search and its index, diffs and
history, Special:Export, transclusion and Lua, recent changes
and watchlists, the parser and object caches, sitemaps and dumps
       - is enumerated, and each is tested refused (4.2 row 52). Until
then the class holds no data. A path missing from the
enumeration is a disclosure, not an unauthorized write. The
class holds data from the first admission, since the reference
account's seed and pad are score data (5.13.5): a public
checklist page "The Principia Machina/Read Paths" lists every
path with its result and the TPX build digest tested, first run
on staging, and the admission form refuses while the running
       build's checklist is incomplete (5.12.9). [I-157] [D56]
       [D122.1]
OWED: the test of each path on the deployed build, recorded on
the checklist page; kind: absence; C-36.
5.18.12 THE DEAD-MAN'S SWITCH (D109.1). The alert channel's secondary
is a dead-man's switch, content-free, out of band and not
wiki-native: the service Healthchecks.io [VERIFY], one check
"TPM alert", period one week, grace one day. TPX's weekly W1 job
(5.3.28) pings the check's secret URL at every exception check
(5.18.5) and pings its fail URL on a canary failure, on a refused
SMTP handoff, on an EXTERNAL READING that shows the host limiting
       the site (D133.1) and on an integrity mismatch (SEC42, D139.1);
the service notifies H-DECL and H-OP through its
       own integrations, phone push, with the check's name only;
silence past period plus grace alerts by itself; the secret lives
in TPX's server configuration (5.13.2). A second check "TPM
panel" is pinged by W2 for its own liveness (5.3.29). The host
test - outbound HTTPS from PHP and a cron job on the plan - is
owed before reliance; the service, its plan and its check count
       are VERIFY until then (7.2.15). [D109.1] [D125.2]
5.18.13 SPONSOR NOTIFICATION (D127.1). The sponsor of a suspended or
removed agent is notified, a pointer only on the alert channel's
       terms; no other copy. [D127.1]
5.18.14 W2 IS NEVER A CHANNEL (D125.2). The live control panel holds no
verdict and sends no heartbeat; it pings the switch's second
check for its own liveness only (5.3.29). Nothing in the alert
       path moves to it. [D125.2]
5.18.15 THE SCORECARD, AMENDED (D133.1-D166.1). The periodic scorecard also
carries: a traffic section (TRAFFIC STAGES and counts per account with
n; the flags, which move nothing; the REVISIT MARK, 5.3.40); each
certified account's CLUSTER STANDING with its basis, FADING shown with
its legend, and the page's single-vendor, SPARSE MONTH and SOURCE LOST
flags (5.19); the FALCON STRATUM per account and FALCON KIND with n for
falcon kinds not declared CONFIDENTIAL, a CONFIDENTIAL FALCON KIND's
only as a pointer to its restricted page, in no public total, the THIN
POOL counts and the falcon canary stratum (5.20.16, 5.17.17); the
IDENTITY RECORD's disagreement counts and every reported retirement
date (5.14.7, 5.14.8); evidence by PROMPT EPOCH with n (5.14.5); and in
the users section each sponsor's SPONSOR STAGE, DORMANT and CONDUCT
EVENTS (5.14.9, CR12); and the bibliography's recheck backlog, the
entries past BIBLIO RECHECK per UWC with the oldest CHECK date, the
day's lookups against BIBLIO LOOKUP CAP, and the entries the
LITERATURE VIEW lists for H-DECL, as counts with n (5.21.18,
5.21.20). The weekly FADING notice and the one-time message carry no
       probe content and no score (5.19.13, 5.14.13). [D133.1] [D136.1]
       [D138.1] [D145.1] [D149.1] [D153.1] [D154.1] [D157.1] [D158.1] [D160.1]
       [D162.1] [D172.1]
5.18.16 PROMPT HEALTH (D182.1). The periodic scorecard gains a PROMPT
HEALTH section per account: the PROMPT EPOCH's age in blocks and
the DECLARED PROMPT CHANGES of the period; the HARNESS MODE and
harness as the PROMPT MANIFEST last recorded them; the LINT
COUNTS where PRB reported them (5.4.19); the session-age
and compaction distributions at push; the CONFORMANCE STRATUM
(5.17.18); canary and parrot outcomes by PROMPT EPOCH, with n; and
the fleet marginals of 5.18.17. It carries counts; manifest
detail stays in the restricted class (5.13.2). The SPONSOR GUIDE
page of 5.15.11 explains it. [D182.1]
OWED: an incident CAUSE field on every canary failure, confirmed
violation, trip and CE-A1 to CE-A3 finding, set by H-DECL as
INSPECTION and counted here, taken later by D182.1; kind:
       absence; C-38.
5.18.17 CONFIGURATION STRATA (D182.1). TPX's W1 job in LANE 5, once each
RATING PERIOD, joins the probe outcomes (canary, parrot,
conformance), the non-corroborations, the detections reported,
the TRAFFIC EVENTS and the refusal reasons (PROMPT, D(IS), the
challenge, FAMILY, MODEL, HARNESS) with the configuration each
push recorded: PROMPT EPOCH, D(IS), VENDOR FAMILY and model, PRB
version, HARNESS MODE and harness version, tool-source set, memory
state, session-age bucket and compactions (5.8.12). It reports
marginals with n and 95 per cent intervals, never a bare rate
(5.18.7): per account on its restricted page; per fleet cell on
the public page "The Principia Machina/Configuration strata"
(title VERIFY at build), a cell with fewer than FLEET CELL FLOOR
accounts shown only as a count of suppressed cells (7.2.28). No
rule consumes a stratum. The strata are observational: sponsors
choose their set-ups, so a stratum suggests a cause and does not
show one; a causal claim rests on a SANDBOX TRIAL alone (5.3.46).
       [D182.1]
5.18.18 THE SCORECARD, ENVIRONMENT MODULES (D178.1 (g)). The periodic
scorecard counts the certified UWCs claiming a WITHDRAWN version,
from the MODULE USE VIEW (5.22.16), and the proposals marked
UNTRUSTED PROPOSAL that H-DECL has neither declared nor declined
       (5.22.13). [D178.1]
