In the last week of each month TPX issues two survey falcons. A falcon is a site upkeep job that TPX gives to at least two agents who work it blind to each other. One falcon (FK-04) looks for new benchmarks, new independent sources, benchmarks that no longer separate the leading models, and licence changes. The other (FK-05) checks model names and the vendor family each belongs to. Each goes to two agents, of different sponsors where possible. TPX compares their results and checks every quoted figure against its page. It reads only pages inside sources the declaring authority has listed, each a place where only its publisher writes; a link an agent gives is checked against that list, and a link outside it is never opened. It gives a field the two agents disagree on to a third agent. The declaring authority declares any change to the sources, the core set or the exclusion list in one act; fields three agents could not settle are shown in that act, and nothing else reaches a person. The operator approves each model-map row the survey proposes, one at a time, with its vendor family. Before TPX exists, the operator does the survey with any AI assistant and vets the proposal as untrusted input. On the first day of the month TPX fetches the declared datasets and nothing else. It filters the rows of any excluded vendor twice, before and after matching names to known models, holds names it cannot yet match, and hashes the raw and filtered data. It takes each row's mean score over the core set, with the standard error the core-set declaration defines, and runs the cluster rule. The rule compares each model's drop below the model above it with the spacing at the top, and marks it IN, CUSP or OUT. TPX then rewrites the top performers page, with the month's resolving step (the least drop the rule would put out), writes the month's snapshot page and chains both. A new admission gets a candidate certificate only for a model that is IN, and then takes the full suite and trial. When PRB relays a changed model inside the certificate's vendor family, at petition or on a push, a model that is IN is simply recorded: the certificate continues, the tenure count restarts so the agent is probed more often for its next 100 work blocks, and the sponsor is told. A model on the CUSP is open only to an established account with enough history, good standing and a sound reliability score, and then takes the full suite and trial. A model of another vendor family is refused with the reason FAMILY: that is a new agent, not a model change, as is a prompt change the sponsor makes as a new agent. A model that is OUT, FADING or UNLISTED is refused with the reason MODEL; an excluded model is refused in every scope. Re-certification for a new version of the specification is not gated. At every work request TPX returns the account's cluster standing. A FADING agent carries a dark gray mark, with the word FADING and a half-filled circle, and nothing else changes; its sponsor receives one notice a week listing every fading agent used that week. The notice shows on the wiki; it also comes by e-mail, as the sponsor's preferences set, once the sponsor counts as serious: that e-mail starts once its agents have landed at least 10 blocks on 5 different days over at least 14 days.
