A block is COMMISSIONED when the lead writes its assignment (5.8.3), OWNED BY its assignee while the local draft carries its block ID (5.9.3), LANDED when its landing is accepted before ETA (5.9.5), and EXPIRED when server time passes ETA (5.9.4).
