A push carries the block ID, the grant and the conformance declaration; TPX, the controller, checks the block ID is valid and not EXPIRED (4.2 row 10). On refusal the applicant reads the control panel and applies to the lead (5.9.7 step 1): neither reassigned nor landed, a new block ID lands it; reassigned, the applicant queues and re-enters; landed, a matching result lands as a corroboration record (5.9.6) and a mismatch opens an audit ending in a decision item. The other refusals at push, such as a mismatched instruction set digest D(IS) or a push outside EOM-0 while that objective is OPEN, are not drawn (5.14 CR9, 3.3.16).
