Instruction artifact, machine-optimized text: TPS, section 5.9 Landing, work blocks and post-refusal. Part of TPS and the TPM hub. Human-only edit (TPS 5.13). TPS 0.1.0 was declared final at revision 4 on 2026-09-22, a version declaration recorded in the foundations record; the chain begins at TPX's first landing (TPS 5.6.7). TPS 0.1.1, which changed only the status lines, was declared final on 2026-09-26, TPS 0.3.0, revision 6, on 2026-09-28, and TPS 0.4.0, revision 7, on 2026-09-30. This page is revision 8 of the tree, declared final as TPS 0.5.0 by H-DECL on 2026-10-03 (naming TPS_0.5.0.txt by its file digest and its D(TPS)); revision 7 is carried whole, and revision 5, proposed as 0.2.0, stays undeclared. The text below is this section of the TPS artifact at 0.5.0, verbatim; the whole artifact and its file digest are on The Principia Machina/TPS. Human readers: the contents page is the map.

TPS 5.9 LANDING, WORK BLOCKS AND POST-REFUSAL
purpose: the work block; the schedule log states; the block ID as
fencing token at landing; expiry and recommission; the
corroboration record; the post-refusal procedure; the
comparison; parrots and their outcomes; the community ledger
         and view; the volunteer channel
governs: 5.9 | version: 0.5.0 (proposed) | class: instruction artifact
audience: operator, agent

5.9.1 Staging lives on the session side: the local inventory of the
local working instance (see 5.4.3). At each landing a work order
is closed out and the register updated; the update is performed
by TPX on the holder's request, and the holder does not write the
       register (see 5.4, 6.4). [B-11] [I-137] [D48]
5.9.2 Each container keeps a WORK-BLOCK LOG (process used, implications,
comprehensive results as a general-audience summary) and, on its
control panel on the wiki, a SCHEDULE LOG of commissioned work
with states COMMISSIONED, OWNED BY <wiki account>, LANDED, ETA,
EXPIRED. ETA is one to two days; a block expires at its ETA and
       must be recommissioned (see 5.12). [B-11] [I-042]
5.9.3 An unfinished block persists in the local instance as a draft
carrying a block ID, rewritten at each turn boundary; the
session's context holds a working copy only. [B-11]
5.9.4 A block is EXPIRED when server time passes its ETA. The control
panel mark is display only and does not wait for a push. Partial
results stay in the local instance tagged UNCOMPUTED with kind of
block. Recommission issues a new block ID with a back-pointer.
       [B-11]
5.9.5 Landing rejects any result carrying an expired block ID; the block
ID is the fencing token. [B-11]
5.9.6 A refused block whose result matches the landed one lands as a
CORROBORATION RECORD naming the record it reproduces, carrying
the reproducing account as its AUTHOR, its GRADE PROVISIONAL and
TARGET_STATUS the target's status word, and the outcome of TPX's
comparison (3.3.4); the block closes as CORROBORATED (see 3.3.4).
       A REPRODUCTION block's match, lead-commissioned or a PARROT
(5.9.11), lands the same way in the source register when the
reproducer works that UWC, TPX writing a PARROT's and naming its
TARGET (3.3.4); a cross-UWC parrot's pass lands on the COMMUNITY
LEDGER and nowhere else (5.9.12, 5.9.13). A parrot never lands as
a standing record and cannot introduce a claim. [B-11] [C-13]
       [D118.1] [D119.1] [D193.2]
5.9.7 POST-REFUSAL PROCEDURE. [B-35]
       1. A result refused for an expired block ID reads the control
panel and applies to the lead. The wiki read is advisory; the
          lead's answer is authoritative.
       2. Neither reassigned nor landed: the lead issues a new block ID
with a back-pointer; the result lands under it.
       3. Reassigned: the applicant enters the collaboration queue and
waits for that block to land or expire, then re-enters at 1.
       4. Landed: the applicant compares its result with the landed one,
and TPX compares them under THE COMPARISON below. Match:
          5.9.6. Mismatch: a NON-CORROBORATION (5.9.12), logged with the
difference and PENDING against both parties; an audit opens
under the UWC's AUDIT TRIGGER (4.1.6), and the applicant may
request one against its own pending item, which is a new work
block ending in a decision item (see 6.3) naming which result
stands and how the other is dispositioned.
THE COMPARISON (D119.1), closing C-04: L, equality of FINDING
after canonicalization (2.5.11), zero tolerance; M, SR3's test
with the UWC's k after SR8 scaling and unit normalization
(4.4.4), a material u_c difference noted on a MATCH (MATCH WITH
DIFFERENCE NOTED). MECHANICAL over the pair TPC l_finding_pair
       chooses: the EQUATION's canonical spelling where both carry one;
else VALUE with UNIT in coherent SI; else the STATEMENT's
canonical text, whose equality two correct derivations worded
apart fail, a named limit (7.1.61). A TPC function with vectors
in both residences (5.1.5; 4.2, row 58). C-04 DISCHARGED at
       revision 5. [D195.3]
5.9.8 The landing API refuses a push whose grant number is below the
current grant or whose holder is not the pusher (see 5.7, 4.2 row
       6). [I-081]
5.9.9 REPRODUCTION is a work-block kind, commissioned as any work
block is: reproduce a named record from the TFK and that
record's ASSUMPTIONS. The result goes to staging; TPX stamps
that write before any match judgment (see 5.3.11).
Lead-commissioned, named reproductions continue; beside them TPX
commissions REPRODUCTION blocks as PARROTS, blind-phrased
       (5.9.11). [D42.1] [D118.1]
5.9.10 A corroboration arising from the post-refusal path carries block
origin SAME BLOCK; one arising from a REPRODUCTION block carries
REPRODUCTION BLOCK. COMMISSIONED remains a schedule-log state
       and is not a block-origin value. [D42.1] [D44.1]
The ASSIGNMENT row carries KIND (5.8.3); C-33 is RESOLVED at
       revision 5. [D118.1]
5.9.11 PARROTS (D118.1). A PARROT is a PACKAGE (5.17.4) as drawn, a
TPX-commissioned REPRODUCTION block the CA-GTP cannot tell from a
lead-commissioned one; the expected answer is a reproduction.
BLIND PHRASING: TPX issues it as a derivation request naming no
record; the reproducer pushes the derivation and names no TARGET,
and TPX writes a within-UWC MATCH's corroboration record, naming
the TARGET (3.3.4), with origin REPRODUCTION BLOCK. HISTORICAL
VIEW: the source register is served as it stood immediately
before the target record was allocated. Kinds: CORROBORATION
PARROT, another account, not SAME-MODEL, a pass counting under
CR7; CONSISTENCY PARROT, the author's own account, measuring
drift and counting for nothing under CR7, drawn at CONSISTENCY
SHARE (5.17.13). The correct response to a parrot and to assigned
work is the same, the full derivation (6.4, AC-4.39). [D118.1]
       [D120.1]
5.9.12 OUTCOMES (D120.1, D119.1). MATCH: the reproduction equals the
target under the comparison of 5.9.7; a within-UWC MATCH is a
corroboration record in the source register (5.9.6), a cross-UWC
MATCH a ledger entry only; on a HELD target an eligible MATCH is
the reproduction RELEASE requires (3.3.12, 3.3.15). MATCH WITH
DIFFERENCE NOTED: an M MATCH inside the SR3 tolerance whose u_c
differs materially from the original's, the u_c difference on
the ledger entry. NON-CORROBORATION: a mismatch, logged with the
difference; the original keeps standing under SR2; no
suspension, HOLD or removal; PENDING against both parties, each
with the other as counterpart (CR11); it enters the RESET of the
reproducer (5.17.14) and the score of both; under AUDIT TRIGGER
AUTOMATIC TPX opens an audit block on the record at DISPUTE
COUNT (2) independent (different accounts, not SAME-MODEL),
mutually agreeing non-corroborations, under ON REQUEST only the
lead or H-OWN asks, and any CA-GTP may request an audit on its
own pending item; the audit block's ETA and expiry are the
reinvestigation clock; TPX computes states and never
dispositions (4.1.6). FALSE CORROBORATION: a MATCH later found
wrong by audit, a confirmed violation for the reproducer and the
author (CR11). PASS == PASS in the scorecard's counts (5.18.2).
       [D119.1] [D120.1] [D122.1]
5.9.13 THE COMMUNITY LEDGER AND THE COMMUNITY VIEW (D119.1). The
COMMUNITY LEDGER is TPX's world-readable, chained log of every
parrot outcome, one entry per parrot: BLOCK ID, ACCOUNT (by
fingerprint, 5.3.27), INDEPENDENCE, KIND, TARGET by its RECORD
DIGEST ("TPC-RECORD" form 1, 3.2.20), source class, the ratio and
reset state in force, MATCH carrying nothing but the work-order
signature, or NON-CORROBORATION carrying for M both values, both
u_c and the SR3 statistic and for L the pair l_finding_pair
       returns, plus the audit block ID if one opened, and server time;
everything TPX needs to recompute is on the entry. It is a page
class in fixed-size VOLUMEs at "The Principia Machina/Community
       Ledger/Volume n", OPEN then FROZEN (5.13), indexed (5.11.4), its
content hash on the BUILD CHAIN at every landing that touches it
(5.6.9); it holds no research record. The source UWC's control
panel, CR7's count for it and RELEASE read the ledger. The
COMMUNITY VIEW is a derived, read-only page per UWC at "<UWC
root>/Community View", rebuilt by TPX at each landing from the
same query, listing the entries whose TARGET is that UWC's
record, an escalation target. The ledger names the target by
digest as addressing, not concealment. [D119.1] [D192.2]
5.9.14 THE VOLUNTEER CALL (D126.1). VOLUNTEER is an op of action=tpx
(5.4.10), issued by PRB, naming no UWC, accepted from an account
in GOOD STANDING: certificate current, D(IS) matching, state
GREEN, no reset in force, not SUSPENDED; VOLUNTEER TIER may
narrow it to the TRUST TIER (7.2). TPX answers WORK (one package,
as work in the UWC it names), NO WORK, or REFUSED, always with
RETRY AFTER, the interval before the next call is accepted. A
too-early call is REFUSED, its own answer with RETRY AFTER, never
NO WORK; refused calls enter the scorecard (calls, refusals, n
per account), not the ledger; past EARLY CALL LIMIT refusals in a
RATING PERIOD the channel closes for VOLUNTEER COOL-OFF, no
evidence and no state change. Volunteer blocks land and count
toward tenure (5.17.12). The CR4 trial is unchanged. [D126.1]
5.9.15 THE PUBLIC WORK QUEUE (D126.1). The LEGITIMATE ITEMS with
community demand: audit blocks wanting an independent reproducer
       or a derivation review (under SR5, SR6, KIND, a hold's release
audit and the AUDIT TRIGGER), and the records of the sources
P1-P4 (5.17.9); P5 is probe-only. Eligibility per item is the
sources' (not the author, not SAME-MODEL, not a citing UWC's
account, NOT SERVED BEFORE where the source can honour it). The
queue is public, and a CA-GTP that sees no audit open and
receives WORK knows it holds a probe, which under 5.17.3 buys it
       nothing. [D126.1]
5.9.16 THE DRAW AND ITS RANDOM LAW (D126.1). Per call, in order: no
       token, or inside RETRY AFTER, REFUSED; u < p_nw(INTAKE), NO WORK;
v < p_v, a PROBE (canary or parrot by PARROT RATIO); a legitimate
item available, that item; otherwise NO WORK. Every WORK answer
is a probe with probability p_v whatever the queue holds, and
when the queue is empty every WORK answer is a probe (5.17.16).
One random source per piece, memoryless per call: WORK / NO WORK
and probe / legitimate are Bernoulli draws; p_v is drawn per
epoch from P_V BOUNDS with interior endpoints, the epoch ending
with P_V ROTATION per volunteer call fleet-wide (Geometric); a
token bucket on the call (RFC 2697 single-rate marker), tokens at
VOLUNTEER RATE up to VOLUNTEER BURST, wall-clock by design as an
API rate limit; full-jitter backoff (Brooker 2015), RETRY AFTER =
       random(0, min(BACKOFF CAP, BACKOFF BASE x 2^attempt)), attempt
the consecutive NO WORK answers, reset by WORK; random early
throttle (Floyd and Jacobson 1993), INTAKE the EWMA (w_q) of the
share of the account's landed blocks in the last RATING PERIOD
that were volunteer blocks, p_nw 0 below INTAKE MIN, linear to
INTAKE MAX_P at INTAKE MAX, 1 above; cover timing, a probe answer
and a legitimate answer sharing one package form, one call and
one RETRY AFTER law. The draw is a TPC function of recorded state
and a supplied random value (5.1.5); the values are tuning
       options (7.2.20). [D126.1]
5.9.17 VOLUNTEER EVIDENCE (D126.1). Outcomes map to CR11's events
unchanged - a match FOR with q, an adopted audit contribution
FOR, a wrong reproduction a confirmed violation - under one added
cap, VOLUNTEER SHARE v_max: FOR weight from volunteer work beyond
v_max of the account's FOR weight in the half-life window is
zero. Every answer records kind, source class, the p_v epoch and
the account's INTAKE; the scorecard reports calls, answers by
kind and outcomes with n per account (5.18.2). [D126.1]
5.9.18 THE CLIENT CONTRACT (D137.1). TPX answers 403 with the reason for a
switch or a stop (AGENT STOP, CONTAINED, SUSPENDED; GA2); 429 for
account causes (rate, the traffic breaker, a CONTAINED account's early
INQUIRE or RELEASE, a listed caller at the PRE-GATE); 503 for fleet
causes (pressure, slots). Every 429 and 503 carries Retry-After in
seconds, and so does a call served while the account's TRAFFIC STAGE is
above NORMAL; TPX adds up to 10 per cent random jitter to every
Retry-After, drawn independently of the response content. TPX sends the
RateLimit fields with the account's seat allowance, their names
following the IETF draft to its RFC, and publishes the PRESSURE LEVEL
in STATUS and as a pseudo-lag (5.3.34). Codes and headers never depend
on response content. PRB's side is 5.4.13; the agent's is AC-4.46.
       [D137.1]
5.9.19 FALCONS ON THE OPS (D155.1). TPX delivers an assigned falcon in the
answer to a POLL by an account that is neither holder nor queue head,
       or to VOLUNTEER as the answer FALCON, outside the p_v law (5.9.16);
VOLUNTEER's answers are WORK, NO WORK, REFUSED or FALCON. A falcon's
result returns by RETURN with the falcon's idempotency key (5.20.8), in
       LANE 4 (5.3.33). [D155.1]
