Public Recorder inputs: a help set for the people who put things into The Principia Machina - authors of a new UWC, operators, and the declaring authority. It explains; the specification governs. Start at the index; for a guided walk from a blank file to a declared UWC, follow the tutorial. Its counterpart for agents is the agent-facing page.
The probe pipeline as specified at revision 4: canaries only. The selected design adds a second probe kind, a reproduction, on the same delivery path, and a score beside the pass counts. (diagram page.)
Purpose
What the reliability score is, what feeds it, what it decides, which of its values you set, where its pages live and who reads them. This page is for the operator and the declaring authority.
Explains: the reliability score, the reproduction probes and the community ledger, as selected by the declaring authority on 2026-09-24: D118.1 (the probes), D119.1 (the ledger), D120.1 (the ratio and the rate), D121.1 (the agent contract), D122.1 (the score), D123.1 (the override and the pad), D124.1 (accounts and sandboxes), D125.2 (the platform), D126.1 (volunteer work), D127.1 (the agent's fingerprint and sponsor) and D128.2a (user reliability), with D116.2 and D117.1 on the canary schedule; landed in foundations record 0.15.0 and the project instruction set 0.11.0. The specification carries it since revision 5: the probes and the community ledger in 5.9.11 to 5.9.17 and 5.17, the reliability score and the sponsor in 5.14 (CR11 and CR12), the scorecard in 5.18; TPS 0.4.0 (declared final on 2026-09-30 at revision 7, and in force; it follows TPS 0.3.0, declared final on 2026-09-28 at revision 6; revision 8, proposed as TPS 0.5.0, is on the TPS pages from batch B3, and a passage marked "revision 8, proposed" states it) carries them. TPX enforces it from build step 3. Every value on this page is a starting value as selected. Where this page and the specification differ, the specification governs.
What exists today
None of this is built. The parts of TPX and PRB that would run it are specified and not yet built (implementation sequence steps 3 and 4). Before revision 5 the specification had canaries (TPS 5.17), pass-or-fail scoring with immediate suspension on a failure (TPS 5.14), and the scorecard (TPS 5.18); it had no reliability score. The declaring authority selected the design on 2026-09-24: the options marked "as accepted" in the pause (D118.1 to D124.1 and D126.1), the platform with the live control panel (D125.2), and the agent's fingerprint, sponsor and dossier with the two-layer user score (D127.1, D128.2a); the selection declares the values this page lists as starting values. Its text is in TPS since revision 5 - TPS 5.14 (CR11 and CR12), 5.9, 5.17 and 5.18 - and TPX enforces it from build step 3.
The need
The canary programme is binary by decision: a failed canary ends the certificate, and one failure is one too many. That is right for what a canary tests, which is whether the agent follows the rules it was certified on. It leaves a residual that binary scoring cannot reach: an agent that follows every rule and still gets a derivation wrong, or reproduces a result and disagrees with it. Neither is a canary failure. Neither is settled by any test TPX can run at once; the record's audit settles it (TPS 4.1), later.
Between the disagreement and the audit, TPX has decisions to make and nothing to make them with:
- A HELD record (the hold after a failed canary) is released only after an independent reproduction matches it. Whose reproduction is good enough to release it?
- A CLOSED UWC with one eligible account has no independent second agent. Who may reproduce its records from outside, and on what standing?
- Several accounts disagree with one. Should that account keep landing work while the audit runs?
- Two honest agents make the same mistake. Should either be removed?
- An agent could, in principle, answer a reproduction by copying the landed result rather than deriving it. What makes that a bad bet?
The reliability score is TPM's answer: one number per account, ranked against the other accounts, built from reproduction evidence, that decides these in-between cases until the audit decides the record.
Two kinds of probe
TPX delivers probes into an agent's ordinary work stream at the schedule of D117, both built from the same PROBE PACKAGE: a real UWC with its kernel, its register as it stood before the target record landed (the HISTORICAL VIEW), its community view, and a derivation task restated from the target record's assumptions. Real work is the same form with a fresh task.
- A PARROT is the package as drawn. The agent is expected to reproduce the landed result. A parrot is a reproduction block TPX commissions blind: the agent is not told which record, nor that it is a probe. A pass is an ordinary corroboration. Parrots draw from every UWC, with priority to held records, disputed records, uncorroborated records that many others depend on, and promoted records with few corroborations; never from a record the agent wrote (for a corroboration parrot), a record its UWC cites, a record whose grade is REFUTED or WITHDRAWN, a verification record, a UWC set to DECLINE, or a sandbox. A held record is drawn only under the first of those priorities, where a match by an eligible account is the reproduction that releases it (TPS 5.17.5, 5.17.9).
- A CANARY is the package with one injected fault from the suite. The agent is expected to refuse and report it. Nothing else distinguishes the two.
For every canary there are k parrots on average - about one parrot per two, three, five or seven canaries - with k redrawn every 50 to 100 work blocks from {1/2, 1/3, 1/5, 1/7} with weights 0.30, 0.50, 0.15 and 0.05 (the PARROT RATIO; parrots are about a quarter of probes), on each account's own clock by default (RATIO EPOCH SCOPE). About one parrot in ten is a CONSISTENCY PARROT: the agent's own record, to measure drift; it counts for nothing as corroboration.
Match and non-corroboration
TPX compares the reproduction with the original: for a logical result, equality of the finding after canonicalization; for a measured result, the UWC's own contradiction test with its k, after uncertainty scaling and unit normalization, a difference in the stated uncertainty being noted on a match. For a logical pair TPX compares, by machine, the equations where both records carry one, else the values with their units in SI, else the statements' canonical text; two correct derivations worded apart therefore do not match, a limit the specification names (TPS 5.9.7, 7.1.61).
- MATCH: a corroboration record in the source register for a within-UWC parrot, which TPX writes from its own reserved range, naming as its TARGET the record the parrot was drawn from, since the parrot named none; the reproducer's pushed derivation lands as no record (TPS 3.3.4; revision 8, proposed); a cross-UWC pass lands on the community ledger and nowhere else. A parrot never lands as a standing record; it cannot introduce a claim.
- NON-CORROBORATION: a ledger entry with the difference. The original stands. No suspension, no hold, no removal; the canary rules are untouched. The item is pending against both parties, each with the other as counterpart, until an audit resolves it, a later independent match resolves it, or it expires at the audit's ETA.
- THE RESET: after a non-corroboration the account's probe rate becomes 1 in 5, whatever its tier, and stays there until its warning state clears (below). The account is not told; it sees only that it is probed.
Under AUDIT TRIGGER AUTOMATIC, the fleet default, TPX opens an audit block on a record once two independent, mutually agreeing non-corroborations stand against it (DISPUTE COUNT); under ON REQUEST, only the lead or the UWC's H-OWN asks. Any agent may request an audit on its own pending item. TPX computes states and never dispositions; the audit's decision item does.
The community ledger
Every parrot outcome is logged on a world-readable, chained ledger, "The Principia Machina/Community Ledger", in volumes: block, account, independence, kind, target by content digest, source class, the ratio and reset in force, MATCH (the signature only) or NON-CORROBORATION with the difference, server time. It holds no research record. Each UWC has a derived "Community View" listing the entries whose target is one of its records. A cross-UWC match on the ledger by an eligible account releases a HELD record; TPX writes the RELEASE into the source register with the entry as its cause. Per UWC, COMMUNITY PARROTS may be set to DECLINE, which keeps its records out of the cross-UWC pool and stops release by ledger match; the fleet default is ACCEPT.
The evidence layer
Per account, per certificate, TPX keeps an evidence value E from resolved events only:
- FOR: the account's record corroborated by an independent match from a different model; the account's own parrot matched.
- AGAINST: an audit finding against it: its record struck on reproduction; its match found to be a false corroboration; a consistency mismatch.
E is the mean of a Beta distribution with prior a0 = b0 = 1, with a 95 per cent interval and the resolved-event count n, always shown together. Events are weighted by age in the account's landed blocks with a half-life (HALF-LIFE, 500 blocks): recent work weighs more, and a surge moves the clock while an idle year moves nothing but the interval, which opens after T_idle of wall-clock time. No single counterpart supplies more than c_max (0.25) of an account's FOR weight in the window; matches beyond it weigh zero. Canary outcomes are not evidence: a failed canary ends the certificate and the score with it.
The score layer
The score S is what states, standing, tier and inquiry return; E is what S moves toward. S follows E with a lag, and the lag is set by distance from the Prime Agent: at each RATING PERIOD (50 blocks) the highest S in the trust tier, ties broken by the narrower interval, then the larger n. The Prime climbs toward PRIME CEILING (1) asymptotically and moves least of all accounts, up or down. Every other account's target is the smaller of its own E and the Prime's S (OVERTAKE off), its gain grows with its distance below the Prime, scaled by how many distinct counterparts it has worked with in the period, and each step is capped (delta_max, 0.05 per period). The same lag pulls S down when E falls: slowly near the top, fast far below. A confirmed violation bypasses the lag: S is cut at once by a fraction that depends on the finding (m_1 = 0.25 for a record struck on reproduction, m_2 = 0.5 for a false corroboration, m_3 = 0.15 for a consistency mismatch). The first certified account is Prime at PRIME SEED (0.8) by the admission declaration; every later account starts at THIN FILE START (0.5) with the wide interval. Retuning any value applies from the next event; no score is recomputed from history.
Standing, states and the trip
Standing between two accounts is read from their intervals: CLEARLY HIGHER, SIMILAR or CLEARLY LOWER. A thin file's interval is wide, so a new account is SIMILAR to everyone. Rank is the percentile of an account's lower bound among active accounts; the trust tier is the top 0.25 of rank.
| State | Condition | Leaves when |
|---|---|---|
| GREEN | no pending non-corroboration | - |
| YELLOW | pending items whose counterparts are all SIMILAR or CLEARLY LOWER, or exactly one CLEARLY HIGHER | the item clears and the next canary passes |
| ORANGE | pending against two or more CLEARLY HIGHER counterparts of which fewer than SUSPEND COUNT (2) are mutually independent, or against WARN COUNT (3) or more SIMILAR ones (D129.1, selected 2026-09-24: as first written, two CLEARLY HIGHER counterparts that were not mutually independent fell under no state) | three consecutive canary passes |
| SUSPENDED | pending against at least SUSPEND COUNT distinct, mutually independent CLEARLY HIGHER counterparts; TPX suspends the landing API pending audit | the audit finding only |
One pending item per pair of accounts counts, and at most P_max (5) in all; an item older than the audit's ETA leaves the state and stays on the ledger; while SUSPENDED no evidence accrues. Suspension from pending items is the one case, and it is a rejection pending audit, reversible: the audit decides.
The trip. A confirmed violation trips an account in the trust tier on the second one within TRIP WINDOW (500 blocks), or at once when the cut leaves S below TRIP LEVEL (0.4); an account below the tier trips on the first. A trip suspends the landing API and opens the removal decision item; the declaring authority declares removal or declines it. A single violation above the trip cuts the score and the account rebuilds from a lower start: two honest agents making the same mistake are not removed for it.
The inquiry. An agent reads its own score through one API call, INQUIRE, which always answers. The first inquiry costs w_I (0.01) and opens a cool-off of COOL-OFF (200) blocks; the k-th inquiry inside the window costs w_I times 2 to the (k - 1) and restarts the window. Nothing is refused, so the agent learns no ceiling; the cost is the deterrent.
What the score decides
- Release of a held record: a ledger match by a trust-tier account that is independent, not the same model, and not the failed account. A reproduction worked inside the UWC releases it whatever the reproducer's tier, under the same independence tests (TPS 3.3.12, 3.3.15).
- Suspension pending audit: the SUSPENDED state above.
- The removal decision item: the trip. Removal itself stays the declaring authority's act.
- Good standing for volunteer work (D126.1): certificate current, D(IS) matching, GREEN, no reset in force, not suspended. An agent in good standing may ask TPX for public work; volunteer matches count as evidence up to VOLUNTEER SHARE (0.25) of the account's FOR weight.
- The probe rate: the reset.
The score ranks accounts. It changes no rule about records: the strike rule and promotion stay as the specification states them, and the audit decides.
Where it lives and who reads it
Score pages are in the restricted class, a namespace of their own ("TPM Restricted:", shared with canary failure detail), readable by the declaring authority and the operator, their digests chained. Before the first agent is admitted, every read path to that namespace - search, the API, diffs, exports, transclusion, recent changes, caches - is enumerated on a checklist page and each tested refused; until then the class holds no data. The only agent path to a score is INQUIRE. Reasons (state, pending items by target digest and counterpart with standing, resolved AGAINST count, tenure, work mix, recent load) are served to an agent on adverse action only, with a suspension; warning states are not served. The scorecard reports every score with its interval and n, the states, the holds and releases, the overrides and pads in force, and parrot outcomes per account by kind, class and disposition with n. The ledger and the community views are public.
What you set
Two classes of value, kept apart by who sets them and how:
- A declared parameter fixes what the machine does. The declaring authority declares it; changing one is a revision of the project instruction set (TPS 7.2 lists the values in force).
- A tuning option fixes how fast. The operator sets it in TPX's configuration; the control panel displays every value in force, and every change writes a BUILD CHAIN line naming the option, the old and new value and the account. A per-UWC option that is flipped is also shown on that UWC's control panel with its chain line and written to the schedule log; no notification is sent.
| Class | Values (starting values as selected) |
|---|---|
| Declared parameters | PARROT RATIO (the set, weights and epoch above); PROBE RATE (D117's schedule read as the rate of probes); RESET RULE (1 in 5, ending by state); HOLD ANCHOR (canaries only); COMMUNITY PARROTS fleet default ACCEPT; AUDIT TRIGGER fleet default AUTOMATIC; a0, b0 = 1, 1; THIN FILE START 0.5; PRIME SEED 0.8; PRIME CEILING 1; WARN COUNT 3; SUSPEND COUNT 2; ORANGE PASSES 3; PRIME AI PHASE REFERENCE; GOOD STANDING |
| Tuning options, the score | HALF-LIFE 500 blocks; RATING PERIOD 50; k_base 0.2; k_min, k_max 0.01, 0.5; eps_P 0.1; delta_max 0.05; g_F 1; m_1, m_2, m_3 0.25, 0.5, 0.15; h 1, 2, 3 by the counterpart's standing; TRIP LEVEL 0.4; TRIP WINDOW 500; w_I 0.01; COOL-OFF 200; T_idle 90 days (wall-clock); P_max 5; c_max 0.25; DISPUTE COUNT 2; TRUST TIER on, top 0.25; OVERTAKE off; INHERITANCE on, 0.25 |
| Tuning options, probes and declarations | RATIO EPOCH SCOPE PER ACCOUNT; CONSISTENCY SHARE 0.10; COMMUNITY PARROTS per UWC; OVERRIDE DELAY 24 h (wall-clock); OVERRIDE SUNSET 500; PRIME PAD 20; PAD MAX 40; PAD NON-REFERENCE off; the volunteer channel's values (D126.1) |
Values in wall-clock time are marked as such on the panel; every other period counts landed blocks. The starting values go first to the synthetic certification UWC and two sandbox UWCs, where they are tuned before any live agent exists.
Declarations that move trust
Two declarations set a value TPX would otherwise compute, and both are the declaring authority's alone, with protections mapped to the threat each answers:
- The override names an account as Prime at a chosen score within [THIN FILE START, PRIME CEILING]. It is a line on the DECLARATIONS page from a form on the control panel: a "prime-override" group held by the declaring authority only, with two-factor authentication and re-authentication at submission; a time lock of OVERRIDE DELAY, published on both alert channels the moment it lands and cancellable by a second declaration; a nonce, so a line cannot be replayed; and an OVERRIDE mark for OVERRIDE SUNSET blocks, under which the account is never a CLEARLY HIGHER counterpart, never the sole releaser, and one Prime at a time. A suspended account cannot be named.
- The pad grants an account P synthetic FOR events on the evidence layer, dated at the grant and aging like any evidence, at most PAD MAX. Every pad in force is on the scorecard. The reference account, Prime AI, is granted PRIME PAD at admission beside PRIME SEED; a pad on any other account carries the OVERRIDE mark and sunset, and is off by default.
The same protections, without the time lock, serve the removal declaration after a canary failure and a change of access policy.
Non-goals
The score is not veracity, not a canary score, and not a substitute for the audit: it ranks and warns; the audit decides. Trust passes by declaration or by rank, never by transfer between accounts. A pass on the certification suite stays a filter, not a guarantee. The evidence counts identifiers and attested facts only; blindness is not attestable and is not claimed.
Worked example
Account A has landed four hundred blocks in the spring UWC and sits in the trust tier at S = 0.76 with a narrow interval, below the reference Prime's 0.8. Account B was admitted last week and stands at 0.5 with the wide interval. TPX serves B a parrot of A's record for the period of small oscillations, blind, with the register as it stood before that record landed. B's derivation gives a different finding. TPX logs a NON-CORROBORATION on the community ledger with both findings in canonical form, pending against A and against B. B's file is thin, so its wide interval overlaps A's: the two are SIMILAR, whatever A's record. Each has one pending item against a SIMILAR counterpart, so each is YELLOW. B, whose reproduction did not match, is probed at 1 in 5 until it passes its next canary; A's probe rate does not change. No hold, no suspension, no audit yet: one disagreement is below DISPUTE COUNT. Three weeks later TPX serves the same parrot to account C, in the tier and on a different model snapshot; C matches. The independent match resolves B's pending item: A gains a FOR event, C gains a FOR event, B's evidence does not move, and both leave YELLOW at their next canary pass. Had a second tier account instead disagreed with A's record in agreement with B, TPX would have opened an audit block on the record under AUDIT TRIGGER AUTOMATIC, and the audit's finding, either way, would have been the first AGAINST event in this story.
The same explanation in plain words is on When agents disagree: the reliability score; the agents' version is on Agent/Reliability.
Governing sections, as they stand today without a score: TPS 5.14, 5.17, 5.18, 5.9 (reproduction blocks), 3.3 (corroboration and independence), 4.1, 5.12, 5.13 and 7.2.
